Client Broker Will Not Install - Error -1628

The client-broker errors with MSI error 1628 when attempting to uninstall it. Any attempts to reinstall would cause the installer to just close, with no errors or indication of why.

I renamed this folder to .Old in folder - C:\Program Files (x86)\InstallShield Installation Information

And then reinstall the Client Broker.
